Eligibility for Housing for All
The following conditions Andariki Illu Scheme must be strictly followed to identify eligible beneficiaries in rural and urban areas:
- Below Poverty Line (BPL) Status:
- The beneficiary must belong to a BPL household and possess a white ration card.
- House Ownership:
- The beneficiary must not own any house or house site anywhere in Andhra Pradesh.
- Those previously issued a house site patta under any government scheme (state or central) are ineligible.
- Beneficiaries who have already availed housing benefits under any previous scheme are excluded.
- Agricultural Land Limit:
- Households owning up to 5 acres of dry land or 2.5 acres of wetland (or a combined total not exceeding 5 acres) are eligible.
- Aadhaar Requirement:
- Beneficiaries must have a valid Aadhaar card, and Aadhaar details will be collected with their consent.
- Special Cases:
- If an earlier house site patta was allotted but possession was delayed due to court cases or non-payment for land acquisition, a new house site (3 cents in rural or 2 cents in urban areas) may be allotted after canceling the previous patta.
- If a previous house site allotment was in an unsuitable location (e.g., far from habitation, near burial grounds, low-lying areas), a new site may be allocated in the same or a neighboring village.
- For random vacant plots in layouts or resumed sites, eligible beneficiaries may be allotted 1.5 cents in rural areas and 1 cent in urban areas.
Method of Selection
- Application Process:
- Applications will be invited at the village/ward level, treating each village/town as a unit.
- Verification of applications will be conducted by the Village Revenue Officer (VRO)/Revenue Inspector (RI) to ensure adherence to eligibility conditions.
- Publication and Review:
- A draft list of eligible beneficiaries will be published at the Village/Ward Secretariat for claims and objections.
- A Grama/Ward Sabha will finalize the list after addressing all claims and objections.
- Approval and Finalization:
- The Tahsildars and Municipal Commissioners will submit the finalized list to the District Collector for approval.
- The approved list will be published at the respective Village/Ward Secretariat.
- The Tahsildar or Municipal Commissioner will act as the redressal officer for any further claims or objections.
- Land Availability:
- If suitable land is unavailable in a village, the District Collector may approve allotment from neighboring villages.
Identification of Lands Andariki Illu Scheme
The District Collectors will identify suitable lands for the scheme, including:
- Government Lands:
- Available government lands and those under government institutions/corporations beyond their requirements.
- Industrial and Private Lands:
- Lands in industrial parks (developed by APIIC) suitable for housing industrial labor.
- Landowners willing to donate land for the housing program.
- Resumption of Lands:
- Previously issued house sites left vacant without construction.
- Assigned lands may be resumed only when no alternative land is available, with compensation paid as per guidelines.
- Land Acquisition:
- As a last resort, land acquisition may be undertaken through negotiation or compulsory acquisition after exhausting all other options.
Development and Layouts
- Identified government lands will be handed over to the Housing/MA&UD Departments in rural and urban areas.
- The Housing/MA&UD Departments will prepare layouts as per norms, maintaining village or town as a unit.
- The Department of Survey and Land Records will assist in:
- Land identification and survey.
- Subdivision and layout preparation.
- Peg-marking individual plots.
Release of Funds Andariki Illu Scheme
Budgetary support will be provided by the Revenue Department for:
- Compensation for land acquisition.
- Preparation of layouts and plotting individual sites.
- Other contingencies arising during implementation.

Cancellation of House Site Pattas Andariki Illu Scheme
- Fraudulent Allotments:
- Pattas obtained through fraud or suppression of facts will be immediately canceled and reallocated to eligible beneficiaries.
- Non-Construction:
- Allotments will be canceled if the house is not constructed within two years of allotment, as per policy guidelines.
