The Andhra Pradesh government has reached a pivotal juncture in its approach to managing volunteers, aligning it with the sweeping reforms aimed at revitalizing the state’s secretariats. With a clear calendar established for the implementation of various welfare schemes, the administration is swiftly advancing on finalizing the remaining policies. These administrative moves come ahead of the significant cabinet meeting scheduled for the 23rd of this month, where crucial governance decisions will be taken, including those concerning the upcoming budget sessions of the state assembly.
The Role of Volunteers
In what promises to be a decisive move, the Andhra Pradesh cabinet is preparing to take a key decision regarding the state’s volunteers. Just two days ago, the cabinet gave approval to six policies, with discussions slated for the upcoming meeting on the 23rd, specifically focusing on reforms within the endowments department. Prior to coming to power, the government had pledged to provide a monthly honorarium of ₹10,000 to volunteers during the election campaign. However, for the past four months, no salaries have been disbursed, and there remains uncertainty over their continued employment. It is anticipated that the forthcoming cabinet meeting will clarify both the number of volunteers to be employed and the training programs designed to enhance their skills.
Revamping the Secretariats
The government is also taking proactive steps toward an extensive overhaul of secretariat management. A key proposal involves integrating secretariat functions with local panchayats, aligning them with the demographic profile of the villages they serve. Officials have suggested that each village’s secretariat should operate within the jurisdiction of the gram panchayat, ensuring streamlined governance. Additionally, the cabinet is expected to decide on redeploying employees, with plans to transfer personnel from overstaffed departments to those facing shortages within government sectors.
Government’s Strategic Exercise
The Andhra Pradesh government, having already approved six of its nine policies during a cabinet meeting two days ago, is now focusing on the remaining three. The implementation of the “Super 6” schemes will also be on the agenda, with deliberations continuing. One of the major decisions anticipated includes finalizing the procedural framework for the “Three Gas Cylinders Per Year” initiative, set to launch after Diwali. Moreover, the cabinet has made provisions for a special assembly session next month, as the government prepares to present a comprehensive state budget in the upcoming assembly proceedings.
